The EU Carbon Border Adjustment Mechanism (EU CBAM), one of the essential legislations in the EU Green Deal, applies from October 1, 2023, and will prevent carbon leakage by imposing a "carbon border tax" in the form of allowances on goods imported into the EU. The EU CBAM covers sectors including steel, cement, aluminum, fertilizer and electricity, and extends to hydrogen, indirect emissions under specific conditions, certain precursors and downstream products, such as steel products like screws and bolts.

During the transition period, an increasing number of domestic producers are required to monitor and collect relevant carbon emission data and provide data information to downstream EU importers to fulfill their compliance reporting obligations. Thus, relevant domestic enterprises are now facing high standards of environmental compliance and supply chain management challenges.

In order to assist companies to manage CBAM efficiently, Business Finland China，FINCHI Innovation Center and FinnCham Shanghai will collaborate with KPMG to hold a CBAM seminar, to introduce implementation solutions from angles of compliance management, carbon management and supply chain management.

作为欧盟绿色新政的重要立法之一，欧盟碳边境调节机制（EU CBAM）已于2023年10月1日起适用，将对进口到欧盟的商品以配额的方式征收"碳边境税"，防止碳泄露。该机制首先涵盖钢铁、水泥、铝、化肥和电力，并扩展到氢气、特定条件下的间接排放、某些前体以及某些下游产品，例如螺钉和螺栓等钢铁制品。

在过渡期内，越来越多的国内生产商被要求监测和收集相关碳排放数据，将数据信息提供给下游的欧盟进口商，以配合其履行欧盟的合规申报义务。当前相关范围内的国内企业正面临高标准的环境合规与供应链管理挑战。

为协助企业有效应对CBAM带来的挑战，芬兰国家商务促进局、芬华创新中心与上海芬兰商会将联合毕马威举办专项研讨会，针对CBAM过渡期申报要求，提供实质性的落地解决方案，并从合规管理、碳管理、供应链管理等角度为企业提供解决思路。
