FBCS is delighted to co-host e-invoicing training together with Deloitte to share insights on fully-digitalized electronic invoices' (FDEIs) program and its implications for companies. The program is piloted in Shanghai, Guangdong and Inner Mongolia and it is anticipated to change companies' daily operations of business.


The State Taxation Administration has established a nationwide online platform to enable selected pilot taxpayers to issue, deliver, and validate FDEIs at all times and free of charge. Unlike prior pilot programs for electronic invoicing (which to a certain extent have mirrored the traditional administrative process for paper invoicing), the new pilot program aims to achievefull digitalization for the management and entire lifecycle of invoices. This will bring far-reaching changes to the daily operations of businesses and also, leverage digital technologies to capture and track all the transaction information for tax administration purposes.


FDEIs has already been in pilot run period and it is expected to be available for more local tax payers in pilot regions on quarter 2 this year. Given that the estimated roll out to nationwide is second half of this year, businesses should closely monitor the development of the program and consider necessary system upgrades or tailoring to explore more opportunities to boost transition to digitalization.
